As of Mar 21, 2012 The Ministry of Immigration and Cultural Communities will limit the reception of new Certificate of Selection applications to reduce its treatment delays and select more rapidly the candidates of economic immigration.

Management of the demand
As well, the Ministry established as of today, March 21, 2012, a management system for the
demand which will allow establishing, and diffusing in advance the maximum volume of new
Certificate of Selection demands which will be accepted to receive for a specific period. The
composition of groups and the maximum volumes will be reviewed periodically. By March
31, 2013, two (2) groups of qualified workers candidates will be admissible to deposit a
Québec Certificate of Selection application.
Group 1 – Without volume restriction
- Candidates holding a diploma in the training fields highly research by Québec
- (12 and 16 points on the selection grid)
- Candidates with a job offer validated by MICC
- Temporary workers, foreign students having obtain a Québec diploma, and
other candidates authorized to deposit their application in Québec (including live-in
caregivers)
Group 2 – Maximum of 14300 files
- Candidates holding a diploma in the training fields responding to the need
expressed by the Québec labor field (6 points on the selection grid)
- Candidates with a Québec diploma that does not take part of group 1 (2 points on
the selection grid)
Consequently, the qualified worker candidates having a professional profile less in demand
on the Québec labor field – that does not attribute any criteria points «training domain» on
the Québec Selection grid – will not be able to present a Québec Certificate of Selection
application during this period.
